In accordance with the USMC Manpower and Reserve Affairs (M&RA) Information Technology Modernization Business Capability Requirements Document (BCRD) dated 23 February 2022, the Marine Corps will use a system consolidation and rationalization approach to reengineer the business architecture to fit into a commercial off-the-shelf (COTS) based platform leveraging cloud technologies while at the same time avoiding one monolithic system and instead taking advantage of innovative products where applicable.

Important details

The purpose of this Other Transaction Agreement (OTA) is to assist in achieving USMC Talent Management 2030, which outlines the goal to retain individuals with the right talents, match those talents to organizational needs, and incentivize the most talented and high performing individuals to remain with the organization. To achieve this objective the Total Force Retention System (TFRS 2.0) prototype used a system consolidation and rationalization approach to reengineer the Human Resource Development Process (HRDP) business architecture requirements of the Retention Business Process. The prototype reached a successful Minimum Viable Product (MVP. The production agreement will transition the TFRS 2.0 prototype MVP to a Minimum Viable Capability Release (MVCR), with additional capability releases directly achieving the Talent Management 2030 goals and sunsetting legacy systems.

  • Period of Performance: 23 DEC 2024 – 21 DEC 2029
  • Ceiling: $68M
  • Scope: To support Talent Management 2030 – Transition & enhance the Total Force Retention System (TFRS 2.0), Sustain Operations, Modernize the MITSM Ecosystem, and Expand Capabilities to Include Key Human Resource Development Process (HRDP) Value Streams Across the Marine Lifecycle.
