MetroIBR is a Small Business Mentor-Protégé Joint Venture (JV) between Imagine Believe Realize LLC (IBR) (the small business protégé and managing partner) and MetroStar Systems LLC (MetroStar) (the mentor).

Team MetroIBR will manage and implement system/application upgrades and security support to ensure that the CHEC system operates in a secure fashion; to design, develop, test, and implement new enhancements for upcoming 2026 and 2028 Census Test(s), Special Censuses and 2030 Census research and testing phase; to support the U.S. Census Bureau’s Plan for Developing 2030 Census Alternatives to both technical and non-technical solutions pertaining to the CHEC program area. ​

The services and support to be provided by MetroIBR include project management support, software upgrades, software development services, production support/routine operations and maintenance (O&M), software testing support, configuration management, technical writing and help desk support for the CHEC applications and interfaces.

• Ceiling: $30M
• Primary Objectives:
  • Provide a smooth and timely transition of ownership of the CHEC system from the current Contractor.​
  • Provide configuration management support​.
  • Provide technical writing support services.
  • Provide software design and development support of CHEC.​
  • Provide software testing support and ensure that the CHEC system meets its customers’ requirements and are traceable through the design process and verified through testing
  • Provide security analyst support services.​
  • Perform and assist Census staff members with performing verification and validation of the CHEC application/support system ensuring compliance with and meeting the FISMA and Census’ IT Security Program requirements.​
  • Support CHEC project close-out activities.​
